Our Services

At Clocktower Tax Credits, we help developers and producers sell the tax credits that they earn. These clients often cannot use all of the tax credits by themselves or would like to monetize them in order to raise equity for their projects. For large corporations and institutional investors, our firm helps these clients buy tax credits to lower their tax payments.

Jeff Jacobson

In 2010, Jeff Jacobson founded Clocktower Tax Credits, LLC to specialize in the placement of federal and state tax credits with institutional investors including corporations, banks and insurance companies. A pioneer in state tax credits with over twenty years of experience, Jeff has structured and closed transactions in more than twenty-five states. He is a frequent speaker at industry forums and seminars on the tax credit marketplace. From 2001 to 2010, Jeff was a principal with Foss and Company, a national leader in brokering tax credit investments, where he raised over $250 million in equity capital. Prior to this, he acquired tax credit interests for syndicator Boston Capital and for the portfolios of both GE Capital and Edison International. Jeff's past experience also includes developing and financing regional malls, casino resorts and residential properties. Jeff holds a B.S. in Engineering from Cornell University and an M.S. in Real Estate from MIT. As a licensed securities representative, he holds a Series 7 and Series 63 license from FINRA.

Michael Zelenkofske - Acquisitions Associate

Michael Zelenkofske

Mike Zelenkofske joined Clocktower Tax Credits in 2011 as an Acquisitions Associate focusing on Real Estate-based Tax Credits. Mike possesses an expertise in over 30 state and federal tax credit programs and has been involved in closing transactions totaling over $60 million in tax credits in ten states. He helps project developers structure their tax credit financing and then monetize their tax credits to meet their equity needs. Mike's previous experience includes starting a "green" parking spaces initiative that is now in six cities nationwide, as well as assisting in the L.E.E.D. documentation of a newly built affordable home. He holds a B.A. in Economics from Emory University.

Kathleen Pavelchek - Operations Manager

Kathleen Pavelchek

Kathleen is responsible for most of the "back shop" operations at Clocktower Tax Credits, ranging from accounting, personnel, and IT support to facilities management. She also monitors the Florida Voluntary Cleanup (Brownfields) program, assisting clients with the transfers of these Tax Credit Certificates. She has worked with Jeff Jacobson since 2007.

Her prior experience includes twenty years of designing and implementing computer systems for finance and manufacturing businesses. Kathleen has been a project manager and a team supervisor. For the last twelve years, she has been the office manager for several small businesses and entrepreneurs. She has also held leadership positions in non-profit community and professional organizations.

Kathleen holds a B.A. in Mathematics from the College of St. Rose (Albany, NY) and an MBA from the University of Connecticut.
